Bodyshops may do that if they have a mess of parts lying around but otherwise that is why you can buy spray bombs, or a paint brush and can of paint.DIY

i am not sure of an actual parts dept. that will sell painted but i do know what some EBAY sellers will sell new painted parts. you could check that but also be aware that buying painted will cost more than primer or black.
